(1) Is it independent or not? That's a problem!

When it comes to this part of the recommendation letter, we have to talk about the Dependent Letter of Recommendation and the Independent Letter of Recommendation.

The former can be translated into a non-independent recommendation letter, which can be from a professor at the graduate school who has received a perfect score of 4.0 for his courses, or a thesis advisor who knows what level of your ability is after a long period of getting along. Or a supervisor or a colleague after employment. To put it simply, you know each other and have experience working together, even if you are not independent.

Independent letters of recommendation are the more difficult part, especially for applicants like the author who have not written a paper and do not have a number of citations. However, I am very fortunate to have previously published a technical article Application Note: 5069-SERIAL Communication through Generic ASCII and RS-485 | Application Note: 5069-SERIAL Communication through Generic ASCII and RS-485 is a tutorial filmI helped a lot of people, and one of them, the chief engineer of Indian origin, agreed to my request and offered to provide a letter of recommendation. Good people still have good rewards occasionally, but they often have a hard time.

"Have good thoughts in your heart and do your best."

How many letters of recommendation do you need? There are different opinions on this part, but I think the three letters are basic. If there are three, the reviewer should tick the recommendation items in the acceptance list to let you pass. (It's not the very popular early harvest list of service trade a while ago!) Even in the Facebook community, there have been cases of applicants who had no recommendation at all and who were approved for the NIW I-140.

The author originally estimated that I would get six letters of recommendation. Three independent letters of recommendation and three non-independent letters of recommendation. But what was later sent was one independent letter of recommendation and four non-independent letters of recommendation. Because the author drafted the draft, I found that almost all the things that could be said were finished, and a few more letters were just icing on the cake, so it didn't help much.

It is important to note that each letter of recommendation should describe different aspects of you and show your different strengths, so that you, the applicant, will be three-dimensional in the eyes of the reviewers. After all, it is more reasonable that objective things will have different gains under subjective observation. It wouldn't be weird if every referrer wrote the same thing, right?

By the way, do you remember that in the fourth article, I mentioned that I should prioritize the organization of my resume? This way you can filter out potential referrals!

on behalf of the draft

Okay, come back and talk about serious things after making homophonic jokes.

Regarding the part of drafting recommendation letters, I have written an article before, especially the one "Notes on Drafting Recommendation Letters" by Fiona. Although the target audience of what he wrote about was people who planned to study abroad, the details that should be paid attention to are worthy of our reference.

After writing the title of the letter of recommendation and the honorific "To whom it may concern", the paragraphs should be arranged in this way. As long as the letter is about two pages long, it meets the general expectation.

  • The first paragraph: Let the recommender say that it is a pleasure to have the honor to provide a letter of recommendation to the applicant. If it's a non-independent reference letter, write about the circumstances under which we met and what kind of partnership we have. If it is independent, it will include a final article, a patent, or a portfolio like the author's work. At the end of this paragraph, the referrer concludes with "I" wholeheartedly/wholeheartedly support his NIW application.
  • The second paragraph: mainly introduces the referee's academic experience. Bonus points for graduating from prestigious universities, extra points for master's degrees, extra points for doctors, and more points for professional engineers with legal effect in the field of engineering, plus more points than Gryffindor. Of course, what does it have to do with the professional ability of the recommender and the applicant's major? I can't always read comparative literature to find a recommendation letter for mechanical engineering, or a recommendation for public health to find a dental department.
  • Paragraphs 3, 4, and 5: If it is a non-independent recommendation letter, such as between a supervisor and a subordinate, a colleague, or a supervisor and a student, you can explain the past experience of the two of them working together, and what is particularly good about the applicant. If it is an independent recommendation letter, it can explain how the applicant's paper contributes to the field and how it will help the recommender's research direction. The most important thing is to look forward to the future, and hope that applicants can continue to contribute to the research and development of this field.
  • Paragraph 6: A brief review of the merits mentioned in the previous three paragraphs, and then cite a public sector document such as the U.S. President's Executive Order or Policy White Paper to support the argument. The following is a case study by the author.
  • Paragraph 7: Make a full-letter summary emphasizing that the waiver's PERM and Labor Certification have a significant contribution to the U.S. national interest. At the same time, it is inevitable to tell the reviewers that if you have any questions, please contact (come down to debate).
  • Paragraph 8: Thank you for the time of the reviewers, and trust that the reviewers will make a fair and impartial judgment that is beneficial to the United States as a whole and to the applicant.
Here's a quote from one of my last letters of recommendation. Also use fluorescent green highlights to echo the parts of the official document.

As a US Navy veteran with a Top-Secret security clearance (now expired), I am pleased to recommend ShihHsing for the National Interest Waiver. In the 20 months that I have come to know ShihHsing the only thing that I have observed that surpasses his technical skills are his character, integrity, and honesty. His desire to solve complex problems, assist co-workers and peers, and his continued dedication and commitment to advancing manufacturing methods, aligns well with the Division C in “H.R. 4521, The America COMPETES Act of 2022” issued by the United States House of Representatives that emphasizes the criticality of the public and biological preparedness sector. ShihHsing consistently integrates control engineering principles into manufacturing processes, resulting in significant advancements in efficiency and productivity. His unwavering dedication to professional development and the open exchange of knowledge sets him apart as an asset to the manufacturing community within the United States.

(3) Why should I trust you?

This is a big question, and although I said in Book Summary] Talking to Strangers—Malcolm Gladwell that society is built on mutual trust, reviewers definitely don't rely on trust alone to get applicants through.

So what can be proven? You receive a scholarship and have an email to prove it. So how do you prove the credibility of the referee?

The answer is resume, for which the author also had a lot of discussions with one of the referees, and in the end, I don't know what difficulty he had to seal his resume for 30 years, until he sent out the application package, he still did not get his resume. As a result of the discussion with the lawyer, I used the resume output of LinkedIn in a compromise, and although it was not updated, the reviewer did not make it difficult.

Then again, how does a resume prove a person's credibility?

  • Seniority: Ginger is old and spicy, and beads are yellow for a long time.
  • Job Title: Before I left my job, I was a Control Engineer Level 2, an engineer colleague was Level 3, another was a senior engineer and Licensed Professional Engineer in Control System Engineer, and one was my boss, who was the engineering supervisor. The only independent letter of recommendation is from Principal Engineer. Do you feel the difference?
  • Publication: If it's an academic circle, this is more important. It's the same whether it's a paper or a patent.

That's it for applying for a National Interest Waiver Green Card Recommendation Letter.
