(1) Review the past and update your resume

Before you begin preparing your NIW National Interest Waiver green card application, it is recommended that you bring out your resume and check it. See if there is anything that needs to be updated, especially your work experience and academic experience, awards, scholarships, or contributions that are particularly noteworthy and can be quantified in data, should be included in your resume.

Don't rush to start writing your Cover Letter or Personal Statement. Remember what we talked about in the second article.

The section of the portfolio that I have framed in green is a testament to the fact that I have contributed to my area of expertise and can continue to push my goals forward after I get my green card.

(2) Understand the Cover Letter Framework

After you update your resume, you can use the table of contents page in the author's cover letter to understand the structure of a cover letter, which the author will explain chapter by chapter below.

Readers can pay attention to the Acronyms before Chapter 1, and I have compiled a list of abbreviations that will be used throughout the cover letter to make the reviewer's job easier. Otherwise, if the committee member does not understand it, it will either result in a Request for Evidence (RFE) or a rejection of your application.

(3) Describe the background and outline it

This brings us to the second chapter of the Cover Letter, Substantial Merit and National Importance. This chapter is further subdivided into the following subsections.

  • Section 2.1 Introduction to Advanced Manufacturing
  • Section 2.2 Proposed Endeavor
  • Section 2.3 Summary of Benefits to the United States

In the fourth article, I mentioned that the Biden administration wants to bring manufacturing back to the United States after the impact of the epidemic and the impact of global supply chains, and I am a control engineer in the manufacturing industry, so I will focus on the manufacturing part in terms of laying out the background of the cover letter narrative. (Not the news media!) )

After determining the narrative background and focus of the cover letter, in order to strengthen the persuasiveness, the author repeatedly cites official documents to establish and strengthen the context of the argument, so as to prove that this issue is of national importance and urgency to the United States. The following is an excerpt from the cover letter that I sent at the end.

Executive Order 14005 (Exhibit B2) issued by President Biden underscores the imperative to strengthen the Buy American Act, a legislative requirement obligating federal agencies to prioritize domestic products and suppliers in their procurement processes. In the PCAST Report to the President—Ensuring American Leadership in Advanced Manufacturing (Exhibit B3), PCAST/PITAC have cautioned that the manufacturing sector has witnessed a decline over several decades in terms of its contribution to GDP and employment. Consequently, they have recommended the launch of an Advanced Manufacturing Initiative aimed at facilitating the development and dissemination of design methodologies for manufacturing, as well as the establishment of shared technology infrastructure to support advancements in existing manufacturing industries. It is evident that rectifying the nation's insufficient manufacturing capacity has emerged as an urgent priority for the United States government. 

After completing the first step of the whole layout, we need to "inherit" this narrative background and point out the difficulties and challenges that the Biden administration will encounter in bringing manufacturing back to the United States. First, point out the problem, then face the problem and propose a solution to the problem, which is the third step "turn".

Regarding honestly facing problems and solving problems, let's take a look at Old Swan Entertainment's questioning of lawyer Huang Guochang to ease the atmosphere.

The pandemic exposed vulnerabilities in supply chains, impacted critical goods production, and resulted in the loss of approximately 1.4 million jobs at its onset. Since then, the industry has been confronted with the challenge of filling job vacancies due to The Great Resignation. As of March 2023an analysis conducted by the U.S. Chamber of Commerce on BLS data, there were 693,000 open manufacturing jobs, highlighting the persistent struggle to find qualified workers who can meet the industry's demands. (Exhibit C3) It is alarming that despite the declaration by the WHO chief of the end of the COVID global health emergency, there persists a shortage in the workforce. 

After explaining the beginning of Chapter 2, Substantial Merit and National Importance, Section 2.1 Introduction to Advanced Manufacturing It is to supplement some relevant background knowledge for the reviewers, so that the other party can better understand the author's professional field. Try to use easy-to-understand vocabulary throughout the cover letter, don't use technical terms, and be careful of being clever and mistaken by cleverness!  

(4) Thinking about loneliness and packaging yourself

Section 2.2 Proposed Endeavor is the key paragraph that I discussed at considerable length in the third article, as I proposed how to improve these dilemmas.

At the time, I was thinking about it from official White House documents or executive orders issued by recent presidents. Although we have limited experience, limited capacity and limited financial resources, we can still play an important role in national policy guidelines. (No matter how much you can actually do, at least that's what you have to say in your cover letter.) )

    is all about making money, as long as it's legal and ethical. The author also found several documents from this side to support the argument, especially the analysis of the dilemma and solution of the US manufacturing industry.

     I didn't use this website, but you can use it to find out if there are any relevant bills to support your argument.

The author's cover letter shouted four slogans. If you can't think of four slogans, I suggest that you come up with at least three, so that the cover letter can read more fully and convincingly.

  1. Process Automation and Manufacturing Reimagination
  2. Develop Backward from Manufacturing 
  3. Continuous Learning and Staying at the Forefront 
  4. Leading Smart Manufacturing for Prosperous Future 

The following quote from the author's Cover Letter is the first sloganProcess Automation and Manufacturing Reimagination The following arguments. As you can see here, I can only make a connection between national policies and personal aspirations, because the part that explains and proves whether I am competent enough will be placed in Chapter 3 of the Cover Letter, I am Well-positioned to Advance the Proposed Endeavor.

According to the recommendations from PCAST and PITAC (Exhibit B3), the Federal Government can revitalize the field of advanced manufacturing by fundamentally reimagine the manufacturing process. I have actively contributed to this process and have a proven track record in utilizing emerging technologies to revolutionize the manufacturing landscape. Throughout my tenure, I have successfully integrated new technologies into existing production lines, whether it be through improvement projects or research and development initiatives. Detailed project-specific experiences will be discussed in Chapter 3 of my petition.  

Furthermore, as outlined in Section 2.3 Summary of Benefits to the United States, a robust manufacturing sector serves as a foundation for innovationThe application notes I have prepared documenting the incorporation of sensing, networking, and automation in my projects have facilitated knowledge dissemination across various domains. These advancements can be effectively applied in diverse fields such as automotive and biomanufacturing. By establishing a dynamic manufacturing foundation and accelerating the transition from concept to product, my contributions form a positive feedback loop that fosters innovation and facilitates the expansion of domestic manufacturing

Consequently, my extensive experience and contributions in integrating advanced technologies possess the potential to significantly broaden the pool of product designers, fostering a culture of innovation and bolstering competitiveness within the U.S. manufacturing sector.

(5) Harmony and merit

Section 2.3 Summary of Benefits to the United States This section is very important, after you have described the background of the national policy, and pointed out the various difficulties in the implementation of various policies through the literature of experts and scholars, and presented the development vision of mutual assistance, you must summarize how the development vision and the national policy complement each other.

The author's cover letter also lays out three points of National Interest and Importance for the United States. The third point is cited below as an example.

3. Domestic manufacturing capabilities utilizing advanced technologies and methodologies is indispensable to national security, ensuring the self-reliance necessary to safeguard vital interests

In the Multi-Agency Research and Development Priorities for FY-2023 Budget (Exhibit B1), the director of OSTP emphasized the investments in manufacturing resulting in economic resilience. Specifically, the director stated: “Investments in economic resilience should emphasize technologies that ensure safe, clean, and reliable access to critical products, materials and minerals, including new manufacturing and biomanufacturing processes that can cost-effectively produce key goods on demand.” 

Additionally, manufacturing plays a vital role in safeguarding the national and homeland security. This critical aspect was underscored in the 2010 Quadrennial Defense Review highlighted, “In the mid to long term, it is imperative that we have a robust industrial base with sufficient manufacturing capability and capacity to preserve our technological edge and provide for the reset and recapitalization of our force.” (Exhibit B4)
